The proliferation of digital payment platforms in the United States has fundamentally transformed how value is exchanged, yet persistent trust deficits continue to marginalize vulnerable populations from full participation in the digital financial ecosystem. This article introduces and examines the concept of Trust-by-Design Payment Intelligence a framework that embeds trust-building mechanisms into the architecture of payment systems through the intentional deployment of artificial intelligence (AI), machine learning (ML), and large language models (LLMs). Drawing on a convergent body of literature spanning institutional trust, consumer financial behavior, fraud detection technology, and financial inclusion policy, this article argues that security and inclusivity are not competing objectives but mutually reinforcing outcomes when trust is treated as a first-order engineering constraint. We analyze multi-dimensional trust determinants, evaluate state-of-the-art fraud detection algorithms, map inclusion gaps across demographic segments in the United States, and synthesize a regulatory alignment framework that positions Trust-by-Design as both technically feasible and regulatory compliant. Our findings indicate that LLM-powered payment intelligence, particularly when combined with explainable AI and privacy-preserving architectures, can achieve fraud detection accuracy exceeding 93% while simultaneously increasing financial service adoption among historically excluded groups. This article contributes a theoretically grounded, practically actionable model for payment system designers, financial regulators, and policymakers committed to building a trustworthy, inclusive digital economy.
